What is an EORI number and how to obtain it?

The EORI number (Economic Operator Registration and Identification) is essential for all economic operators involved in customs activities within the European Union. Without this number, it is not possible to carry out activities such as importing, exporting, or transporting goods. If you are a company, entrepreneur, or organization operating in the European market, it is important to understand what an EORI number is, who needs it, and how to obtain one.

What is an EORI number?

An EORI number is a unique identification number issued by the competent customs authorities in the European Union. It is used to identify economic operators and individuals involved in customs procedures.

Who needs an EORI number?

It is mandatory for all legal entities, entrepreneurs, and associations that:

  • import or export goods from the EU;

  • participate in transit procedures.

Individuals with a business presence in Croatia are exempt from this requirement if they import or export goods for personal use.

How to obtain an EORI number?

The process of obtaining an EORI number is straightforward but involves several steps.

1. Download the application form
The form can be found on the official website of the Customs Administration.

2. Complete the application
Entrepreneurs and individuals not registered in the OIB system must attach a copy of an identification document.

3. Submit the application
The application can be submitted in person at the competent customs office, by email, or by mail.

4. Processing time
Issuance of the number usually takes a few days, so it is recommended to submit the application in advance.

5. Structure of the EORI number
For Croatian legal entities and individuals, the number consists of the prefix HR followed by the OIB.

When is an EORI number required?

An EORI number is required for all customs procedures, except when individuals import goods for personal use. For example, this applies to courier shipments. If you receive a package via DHL, Overseas, or similar courier services, an EORI number is needed for customs clearance, unless the goods are for personal use.

Difference between an EORI number and a tax number

The EORI number is often confused with the VAT number (tax number). Although they may have a similar structure, their purposes are different.

  • EORI number: used for customs procedures within the EU.

  • VAT number: used for VAT accounting in business transactions with EU member states.
